You need to make 100% sure, that she is in total agreement, that she is not addicted to cigarettes. (if she thinks her urges/cravings stem from an addiction)
It sounds like she doesn’t believe she is not addicted, otherwise why would the urge be there?
Also, you need to make sure she knows any urge is a sugar craving, due to cigarettes being 8-18% sugar
And when you quit putting high doses of sugar in your body (from quitting cigarettes), your blood sugar levels will drop
And you need healthy sweets (if you don’t want to gain weight) to bring your sugar levels back up, like fruits.
I would also make sure she understood about following the directions.
And tell her the story about how sometimes, some people think the hand of god is going to come down and take the cigarette out of their hand.
It won’t
How long has she gone before, every day, 8 hours when she sleeps. So if she cannot do that, does she really want to quit?
I would say, look closely.
And if you want, you can also just give her a refund with one of the refund letters.
